This diagram shows how to rig a dead bait to simulate a live swimming fish.  Rather than flopping behind the boat, this technique weighs down the head of the fish so that it appears to be swimming naturally.  Phil recommends a 3 oz barrel sinker for bait up to 5 pounds.

This technique works very well when you are using Skipjack or Bonito as bait.  Sometimes the live bait is impossible to locate they are the only thing that the fish are hitting.  This rig should make your dead bait look as close to live as possible.  Try it and experiment with different weight sinkers.  Any new tips for rigging bait will be greatly appreciated.

This is a pretty good tip and Phil has never seen any of the captains or mates use this technique.
